Comprehensive Plan Advisory Committee

To help guide the planning and public outreach process for the Joliet 2030 Comprehensive Plan, the City has created Comprehensive Plan Advisory Committee (CPAC) which includes community leaders who represent a cross-section of neighborhood, business, governmental and institutional interests.  The City will be assisted with the Plan by a consulting team led by RATIO, a planning and architectural consulting firm.  The project team also includes subconsultants Gingko Planning + Design, S.B. Friedman, Christopher B. Burke Engineering, Ltd., and KLOA, Ltd.  City Planning staff will also provide project coordination to support the consultant team and the CPAC. 

Key responsibilities of the CPAC include:

  • Serving in an advisory capacity in making recommendations to the Plan Commission and City Council;
  • Attending a minimum of four (4) CPAC meetings over the next 18-24 months to provide project oversight and direction to the project team.
  • Participating in focus group meetings as needed;
  • Being a “Champion” of the Plan recommendations and an advocate for implementation of the recommendations moving forward in the years following adoption of the Plan.

 The Comprehensive Plan Advisory Committee has been formed under the authority of Chapter 2 (Administration), Article IX (Board and Commissions), Division 0 (General), Section 2-260 (Advisory Bodies).

Sec. 2-260. – Advisory bodies.

  1. Advisory bodies may be created by a majority vote of the Joliet City Council.
  2. Advisory bodies shall serve in an advisory capacity for the Joliet City Council on a specific issue, concern or matter, and the number of members serving on an advisory body shall be as specified when created.
  3. No person shall be seated on any advisory body unless that person is an actual resident of the city or has other sufficient educational, business or philanthropic ties to the city (e.g. business ownership within the city, administrative position at a college or university located in the city, executive of a philanthropic organization located in the city, etc.).
  4. Members shall be appointed by the Mayor with the advice and consent of the City Council, for a term of two (2) years. Members shall serve until their successors are duly seated and qualified or until dissolution of the advisory body.
