How can I obtain a copy of my plat of survey that is required for my home improvement project?
PLAT OF SURVEY
A plat of survey is required for all permits involving the installation, replacement, or addition of fences, decks, pools, patios (with or without a roof), driveways, driveway aprons, sidewalks, garages, pergolas, additions, and similar structures. This requirement also applies to replacing existing flatwork—such as driveways, aprons, or sidewalks—even when the dimensions and location remain the same.

- Closing papers from purchase of home
- Check with your mortgage company or attorney may have a copy
- Submit a Freedom of Information Act Request through our FOIA Request Portal to see if the city has a copy of this document
- Try to call local surveying companies for possibility of a copy
If none of these options result in obtaining the required plat of survey for your project address, a new survey will be necessary.

Always call JULIE (Joint Utility Locating Information for Excavators) at 811 before you dig in your yard or on your property. Service lines can sometimes be buried just a few inches underground, so this free service helps mark utilities and could prevent injuries, death, or service disruptions. It can also alert you to crews working in the parkway—and it’s required by law in Illinois.

What is a Service Request?
SERVICE REQUEST
A service request is a way for residents to communicate, notify, and submit a non-emergency neighborhood or community concern to the city that may involve a possible code or ordinance violation, such as:• Overgrown lots or lawns (8 inches or higher)
• Home improvement projects being completed without a permit
• Trash or junk in parkways, alleyways, or similar areasService requests can also be used for general City Hall questions or to request services the city provides, including:
• Parkway tree trimming
• Pothole repair
• Reporting street light outagesSUBMISSION GUIDELINES
Once a service request is submitted to the city:• It cannot be deleted and becomes a public record subject to Freedom of Information laws. Visit our FOIA Request Portal for more information.
• It is automatically assigned to the appropriate department for review.
• Staff have 15 business days to conduct an initial investigation. Some requests may take longer depending on the complexity or whether multiple departments are involved.For more information on service requests, visit our Report page or our Service Request page.

Once a service request is submitted through the app or web-based portal, it becomes a public record and cannot be deleted.All service requests are public documents and may be accessed by submitting a Freedom of Information Act (FOIA) request through the City’s FOIA Portal.

Does every service request have a tracking number?
SERVICE REQUEST NUMBER
When calling the city to request a service or report a neighborhood complaint, you may ask the operator to provide the service request number so you can track the progress of your request.
- This number will also be generated when you submit a service request through our CitizenVUE app or online portal.
- To follow up on your request or neighborhood complaint, contact the City Hall - Citizen Services Desk at 815-724-4000.
For users using the CitizenVUE app, the app stores and manages your submitted service request numbers and details under the “My Requests” tab for easy reference when calling for follow-up.

What is the timeline that City Departments/Inspectors have to review my Service Request?
UPON SUBMISSION:
City departments and inspectors have up to 15 business days from the date the request is submitted to complete an initial investigation. All staff aim to deliver services within a reasonable timeframe; however, some requests may take longer depending on the season, weather conditions, multi-departmental involvement, or the nature of the concern.
To follow up on a service request, contact the City Hall – Citizen Services Desk at 815-724-4000. Please be prepared to provide the service request number and/or the address location when inquiring about the status of your request.

During severe weather, who do I contact for down wires, parkway trees, city limbs on private property, fallen limbs or trees blocking driveways, streets or alleys, gas leaks, traffic‑signal outages, snow‑plowing issues, utility‑related needs, or other emergency issues?
During active storm events, City crews prioritize emergency response and public safety.
When reporting any active storm related issues, please be prepared to provide:
Your name, contact number, and the address or nearest intersection, and a brief description of the issue to help City staff and emergency crews respond more quickly and efficiently.

What kinds of issues can I report through the cities online Service Request portal, CitizenVUE?
The online Service Request portal is designed for non‑emergency city service needs and requests. These are routine issues that do not require immediate police, fire, or utility department response.
You can report the following types of issues:

• Exterior housing or property maintenance concerns, including fencing, shed, and pool (stagnate water and pool safety) concerns

What types of issues should not be reported in a service request?
Our citizen engagement online portal is intended only for non‑emergency city service needs, such as property maintenance concerns, code violations, and routine Public Works requests. Examples include parkway tree trimming, potholes, or a city street‑light outage.
Some situations should NOT be reported through the online Service Request system because they require immediate Police or Fire Department response, or they must be handled by an agency outside of the City of Joliet.
Please be advised that our staff and departments at City Hall are not trained or equipped to handle Police, Fire or Public Utility department emergencies and/or concerns, these types of issues should be directly reported to these agencies when their assistance is needed and required.

How can I pay for my City of Joliet Parking ticket?
PAYMENT OPTIONS
- Online at joliet.gov/i-want-to/pay.
- By phone contacting Customer Service at 815-724-3820.
- By mailing both your ticket and payment to City of Joliet, Attn: City Collector, 150 W. Jefferson St., Joliet, IL 60432.
- In person at City Hall.
- Acceptable forms of payment: Cash, Visa, MC, Discover, Check, or Money Order.
- For further City of Joliet parking ticket questions contact Customer Service at 815-724-3820.
The City of Joliet does not accept payment for any type of moving violation ticket issued in any county. Check the issued ticket for method of acceptable payment and address location to pay by mail or in person for this type of ticket.
LOST PARKING TICKET
- If you have lost your parking ticket, contact Customer Service at 815-724-3820, during business hours.
- Callers should be ready to provide the license plate number to the vehicle that was ticketed in order for them to look it up.

Garage sale permits are purchased at the Customer Service windows during regular business hours, Monday - Friday, 8:00 a.m. – 4:30 p.m., located at City Hall, 150 W. Jefferson St., Joliet, IL, 60432.
- Residents may have no more than two (2) garage sales per calendar year and each sale must not exceed four (4) consecutive days.

Administrative Adjudication Hearings are held at City Hall located at 150 W. Jefferson St., in the second floor Council Chambers. Hearings are normally held on the fourth Tuesday of each month. I am selling my property. What paperwork do I need, and does the City of Joliet require a real estate transfer tax stamp?
Yes. The City of Joliet issues real estate transfer tax stamps for property sales and exempt stamps for deed changes. These apply only to properties within Joliet’s incorporated city limits. Please be advised that portions of Joliet in Kendall County are subject to the same transfer stamp requirements,even though they cross county lines.

I am selling my property. What paperwork do I need, and does the City of Joliet require a real estate transfer tax stamp?
Yes. The City of Joliet issues real estate transfer tax stamps for property sales and exempt stamps for deed changes. These apply only to properties within Joliet’s incorporated city limits. Please be advised that portions of Joliet in Kendall County are subject to the same transfer stamp requirements,even though they cross county lines.

Administrative Adjudication Hearings are held at City Hall located at 150 W. Jefferson St., in the second floor Council Chambers. Hearings are normally held on the fourth Tuesday of each month. Fire pits are allowed, however;
- They must be a commercial built pit with steel legs with wire mesh sides and a top.
- Fire pits must be 15ft. from any combustible building/fence and a garden hose nearby is recommended.

On-street parking is prohibited for any snowfall accumulation within a 24-hour period of (2") two inches or more.

YARD WASTE GUIDELINES
The City of Joliet prohibits placing leaves, branches or any yard waste debris on our city curbs, sidewalks, and parkways or in our city streets per City ordinance.
- When leaves have been raked into the street, our city street sweepers are unable to pick up those leaves as they may be hiding debris (branches, bottles, metal, etc.) that could cause damage to the mechanical equipment.
- Any continuing violation of this prohibition could subject the homeowner to a fine of $150 or more.
- All yard waste debris needs to be disposed of by following Waste Management’s yard waste guidelines.

SHOVELING SIDEWALKS
Although it is not required for residents to shovel their sidewalks, we applaud citizens and proprietors for clearing sidewalks to help those who use the sidewalks weather the storm.
- If you do shovel your sidewalk, it should be cleared to the pavement at least one shovel’s width within 24 hours after a snowfall event.
- This makes it easier for children to walk to school or the bus stop.
- Please lend a hand to elderly or disabled neighbors who cannot clear their own sidewalks, porches, and steps.

A precautionary water boil order has been issued for my area what does this mean?
BOIL ORDER ISSUED
It means that there has been an incident that has caused the water system to become acceptable to outside contaminates. As a precaution, the city is notifying the affected area to take precautions and if possible, not use the water that comes out of the tap for drinking, brushing your teeth, cooking or washing fruits and vegetables. You should use bottled water for these activities.
How long should I boil my water for?
- The affected tap water should be brought to a rolling boil for at least 5 minutes before being used.
Why has this precautionary boil order been issued?
- A precautionary boil order has been issued by your water system because of water system maintenance needs to be completed.
- When the water system pressure drops below 20 psi there is a possibility that organisms outside the pipe my infiltrate the water system and could cause illness (e.g., fecal or E. coli bacteria), or technical/physical problems in the water system have significantly increased the possibility of bacterial contamination.
Can I drink the water?
- During a precautionary boil order, only bottled water or water that has been boiled for at least 5 minutes should be consumed or used to wash dishes, wash fruits/vegetables, make ice cubes, or brush teeth.
Can I wash my hands with this water?
- The City of Joliet Public Utilities Department recommends that bottled water or water boiled for at least 5 minutes should be used for hand washing.
- When this is not practical, it is recommended that if tap water must be used to wash and rinse, it should be followed up with the use of a hand sanitizer.
- Consuming unsafe water is the most likely way to become ill.
- Using extra precautions with hand washing ensures that hands are clean for eating.
Can I shower or take a bath in this water?
- Yes, it is safe to shower or bathe in the water.
- The primary concern is that the water not be consumed. Instruct children not to put the water in their mouth when they are bathing.

Are swimming pools safe?
- They are safe as long as proper levels of treatment are maintained.
- Water from swimming pools should never be consumed.
Can my pets drink the water?
- Animals generally are not affected in the same way as people by contaminants in the water.
- An individual may give their pet bottled water or water that has been boiled for at least 5 minutes and cooled if they choose.
- Fish tanks should not be affected.
Is it safe to breast feed during the precautionary boil order after bathing in the water?
- Cleaning the breast area with soap and bottled water or water boiled for at least 5 minutes and cooled prior to feeding will provide assurance that the child not ingest contaminants that may be on the skin.
I am on a well, am I affected?
- No. Only the addresses that have received a notice are affected.
Who can be affected?
- Anyone who ingests contaminated water may become ill.
- Infants, young children, the elderly, and people with severely compromised immune systems are more at risk of illness.
What are the symptoms of water-borne illness?
- Disease symptoms may include diarrhea, cramps, nausea and possible jaundice, and associated headaches and fatigue.
- Symptoms may appear as early as a few hours to several days after infection and may last more than two weeks.
- These symptoms, however, are not just associated with disease-causing organisms in drinking water; they may also be caused by a number of other factors.

What if I drank water already?
- There is nothing you can do about the exposure you have already received. If you become ill, contact your health care provider.

Does the City offer any assistant programs to help residents remove dead trees that are located on their own private property?
PRIVATE PROPERTY YARD WASTE DISPOSAL
The City does not remove any tree(s) that fall within residential private property lines and is not aware of any programs offering assistance.
- Residents should either cut up the private tree debris to Waste Management's Guidelines for proper tree disposal (see below) or contact a licensed and bonded arborist and or tree removal company for removal.
- Visit our Waste Management Guide for additional information about Waste Management’s garbage, recycling and yard waste policies and procedures.
YARD WASTE GUIDELINES:
Yard waste shall be collected weekly from mid-March, through the first week of December, on your regularly scheduled pick-up day.
- If you have further yard waste questions, contact the City Hall - Citizen Services Desk at 815-724-4000, or Waste Management at 815-280-7854.
- Yard waste materials consist of grass and shrubbery cuttings, leaves, tree limbs, and other materials accumulated as the result of care of lawns, shrubbery, vines, and trees.
- Yard waste should be placed at the curb or alley at the same time as garbage and recycling prior to 7:00 a.m. on your weekly scheduled collection day.
- Yard waste must be placed in either 30-gallon kraft paper bags or a rigid container no greater than 32-gallons.
- Non-standard containers such as drums, baskets, etc. will not be collected.
- Your designated yard waste container(s) must be clearly marked with a Waste Management "Yard Waste Only" sticker so that it is visible from the street.
- Only yard waste may be placed in a cart or container that has been designated for yard waste.
- Free "Yard Waste Only" labels are available at the following locations:

PARKWAY TREE REPLACEMENT GUIDELINES
Not all residents will receive a city parkway tree replacement due to parkway space restrictions and/or if the new tree could cause a future visibility obstruction to adjacent;
- Intersections, street signs, utility lines/poles, mailboxes, fire hydrants, or will interfere with other plant material, or corner lots, etc.
- Additionally, city parkway tree replants cannot be planted in the same location of the removed tree, due to the root system of the old tree.

The City of Joliet prohibits placing leaves, branches or any yard waste debris on our city curbs, sidewalks, and parkways or in our city streets per City ordinance.
- When leaves have been raked into the street, our city street sweepers are unable to pick up those leaves as they may be hiding debris (branches, bottles, metal, etc.) that could cause damage to the mechanical equipment.
- Any continuing violation of this prohibition could subject the homeowner to a fine of $150 or more.

If your Waste Management garbage or recycling cart has a broken lid or wheel, please contact Waste Management directly at 815-280-7854, or via chat.

When does weekly yard waste collection begin and end?
SEASONAL YARD WASTE COLLECTION
The weekly yard waste program collecting grass clippings, leaves, tree branches and brush runs from mid-March through the first week in December on your regularly scheduled Waste Management municipal waste collection day.
Free Yard Waste Stickers are available at the Citizen Services Desk at City Hall (150 W. Jefferson St., Joliet) and at Jewel/Osco Service Counters located at 1401 W. Jefferson St. and 1537 N. Larkin Ave. in Joliet, and 2480 IL Rt. 59 in Plainfield. These stickers are required to clearly mark 32-gallon ridged containers used for yard waste disposal.
Residents also have the option of purchasing and using their own kraft paper bags for yard waste disposal; these bags do not require yard waste stickers for collection.
Personal garbage, recycling, or yard waste containers are used at your own risk; Waste Management is not responsible for lost, damaged, or personal containers that fall into their trucks.

LIVE CHRISTMAS TREE DISPOSAL GUIDELINES
Yes. Waste Management provides live Christmas tree collection after the Christmas holiday through January 31 on your regularly scheduled collection day.
Disposal Guidelines:
- Place whole live trees 5 feet or shorter curbside on your regular collection day.
- Trees taller than 5 feet must be cut in half before being placed at the curb.
- Remove all decorations, including lights, ornaments, tinsel, and garland.
- Do not place trees in bags or containers.

Yes. Waste Management provides weekly year round recycling pickup on your regularly scheduled collection day.
Items accepted in your yellow-lid recycling cart include:
- Glass and plastic bottles
- Aluminum and steel cans
- Paper products
- Food and beverage cartons
- Flattened cardboard
- Up to 4 car or small truck tires (no rims) per pickup
Items NOT accepted in your recycling cart:
- Food or liquids
- Plastic bags
- Foam cups or containers
- Plastic film
Tips for proper recycling:
- Flatten cardboard to save space.
- Rinse containers to remove food residue.
- Place accepted items loosely in the cart — do not bag recyclables.

WASTE MANAGEMENT AT YOUR DOOR - SPECIAL COLLECTION
Yes! Waste Management’s “At Your Door – Special Collection” program allows City of Joliet residents to safely dispose of household hazardous materials and electronics. This service is ideal when cleaning out residential basements, garages, sheds, or during seasonal spring and fall clean‑ups when you come across items that cannot go in regular trash or recycling.
Accepted items include automotive fluids, household and car batteries, electronics (computers, TVs, and phones — limited to two per scheduled pick‑up), garden chemicals, household cleaners, paint products, mercury‑containing items, and sharps secured in sealed containers.
Items not accepted include ammunition, explosives, asbestos, tires, and any leaking or unlabeled materials.

On which holidays is Waste Management collection delayed in 2026?
Waste Management observes specific holidays each year when collection services are delayed. When your regular collection day falls on or after one of these holidays, pickup will be delayed by one day that week.
2026 Holiday Schedule:
New Year’s Day – Thursday, January 1, 2026
- No service. Thursday collection moves to Friday; Friday moves to Saturday.
