Purchasing

Mission Statement

The Purchasing Division is responsible for acquiring goods and services for the City of Joliet. Our objective is to ensure that all materials, supplies, equipment, and services required by the City are obtained in a timely manner, at the lowest possible cost, while maintaining the required quality and complying with all applicable procurement laws and regulations.

Advertising of Bids

Bids are published in a local newspaper in accordance with applicable laws. In addition, all City of Joliet bids are available through the City’s e-procurement platform, Euna Procurement (Bonfire), accessible via the Joliet Bonfire Portal.

Bid/RFP/RFQ Openings

All formally advertised Bids, Requests for Proposals (RFPs), and Requests for Qualifications (RFQs) are opened and read publicly. Vendors are welcome to attend the openings at any time. Bid openings are conducted in the Office of the City Clerk, located at 150 W. Jefferson Street, Joliet, IL 60432.

Bid, performance, and/or payment bonds may be required for certain solicitations. Specific instructions and requirements are provided within each bid document.

All bids must include freight costs in the total bid amount, unless otherwise stated. Additional freight charges submitted after the fact will not be accepted.

Bids must be submitted electronically through the City’s e-procurement platform, Euna Procurement (Bonfire), accessible via the Joliet Bonfire Portal. Submissions must be received before the date and time specified for the bid opening.

Following receipt, bids are tabulated and evaluated, and a recommendation is made to the City Council for award consideration.

For the most current bid and proposal opportunities, please visit the City’s e-procurement platform, Euna Procurement (Bonfire), via the Joliet Bonfire Portal.

Special Provisions and General Conditions

Most Public Works contracts require the inclusion of the most recent version of the City of Joliet’s Special Provisions and General Conditions as part of the contract documents. The latest version can be obtained at Special Provisions & General Conditions.

Prequalification

Certain projects may require contractor prequalification. When applicable, this requirement will be clearly stated in the bid documents. In most instances, contractors must hold valid prequalification with the Illinois Department of Transportation (IDOT) or the Capital Development Board (CDB).

How the City Buys

The acquisition of equipment, materials, supplies, and services is conducted by various City departments in accordance with established dollar-value guidelines.

Purchases exceeding $25,000 are completed through a formal bidding process. The City seeks maximum competition, and all formal bids are publicly advertised in the legal section of the Joliet Labor Record or another local newspaper. Bid awards are made by the Joliet City Council.

All purchases made through the bidding process must include an applicable purchase order number. Orders should not be processed without this number.

The City of Joliet is a tax-exempt public agency and is not subject to sales tax. The City’s federal tax-exempt number is 36-6088568. Taxes should not be included in any quote, bid, or proposal.

Vendor Visits and Sales Representatives

Sales representatives may visit City departments by appointment to present or discuss products and services. The Purchasing Division serves as the liaison between vendors and all City departments.

The Purchasing Division is located on the first floor of Joliet City Hall, 150 W. Jefferson Street, Joliet, IL 60432. Regular business hours are Monday through Friday, from 8:00 a.m. to 4:30 p.m.

While vendors are welcome at any time, scheduling an appointment in advance is recommended to ensure staff availability and minimize disruption to departmental operations.
