2026 Water Loss Control Program - Meter Testing Project
The City of Joliet contracted with M.E. Simpson Company Inc., of Valparaiso, IN, to provide meter testing services for the City through December 2026. M.E. Simpson will perform scheduling of meter testing and water outages, meter testing, meter calibration, and meter repair (if applicable). Watch for your letter to arrive by mail. If you have any questions, please contact the Public Utilities Department at 815-724-4220 or by email at publicutilities@joliet.gov and your question will be directed to the appropriate staff member.

City of Joliet Receives Funding from the Illinois EPA for Lead Water Service Line Replacement
The City of Joliet has been approved to receive approximately $1.9 million in low interest loans from the Illinois Environmental Protection Agency which will fund the City’s Lead Water Service Line Replacement Program which will include full service line replacement at approximately 200 homes. The project is being financed by the Public Water Supply State Revolving Fund (SRF).

The SRF program is administered by the Illinois Environmental Protection Agency and receives a portion of its money to fund these types of projects from the U.S. Environmental Protection Agency. SRF programs operate in each state to provide communities the resources necessary to build, maintain, and improve the infrastructure that protects one of our most valuable resources: water.
City of Joliet Receives Funding from the Illinois EPA for 2026 Water Main Replacement Program
The City of Joliet has been approved to receive approximately $59.4 million in low interest loans from the Illinois Environmental Protection Agency to fund the 2026 water main replacement program to replace existing water mains that have reached the end of their useful life and are prone to failure resulting in disruptions to water service and increased maintenance costs. Approximately 20 miles of distribution main will be replaced. The project is being financed by the Public Water Supply State Revolving Fund (SRF).

City of Joliet to Host Public Hearing & Requests Public Comment
The City of Joliet will conduct a public hearing for the purpose of receiving public comment on the Illinois Environmental Protection Agency’s (IEPA) Preliminary Environmental Impacts Determination (PEID) and the City’s Project Plan for The City of Joliet Water System, Storage, Pump Station, and Transmission Main Improvements Phase 2. The purpose of these projects is to provide the necessary water storage, additional pumping capacity and needed water mains to facilitate the transition from groundwater to Lake Michigan water supply in 2030. The projects are proposed to be funded with loans from the IEPA Public Water Supply Loan Program (PWSLP). The Public Hearing will be held on Tuesday, August 26, 2025 at 3:30 PM at the City of Joliet Eastside Wastewater Treatment Plan, 815 Adler Street, Joliet, IL 60436.
The Project Summary and Preliminary Environmental Impacts Determination (PEID) provided by the IEPA for The City of Joliet Water System, Storage, Pump Station, and Transmission Main Improvements Phase 2 Project Plan is available for public inspection at any time during regular business hours at Joliet City Hall, 150 W. Jefferson, Joliet, IL 60432.
Any person wishing to comment on the PEID for The City of Joliet Water System, Storage, Pump Station, and Transmission Main Improvements Phase 2 is welcome to attend the Public Hearing. Public Notice: Environmental Assessment and Preliminary Finding of No Significant Impact – Fairmont Sewer Systems Rehabilitation Project.

The Environmental Protection Agency (EPA) has prepared an Environmental Assessment (EA) and Preliminary Finding of No Significant Impact for public review and comment for 30 calendar days before making the decision on whether, and if so how, to proceed with a proposed action. The EA evaluated the issuance of a Community Grant award to the City of Joliet for Updates to Fairmont Water and Sewer System. The project components would include approximately 17,500 linear feet of trenchless cured-in-place pipelining (CIPP) and rehabilitation of 57 manholes. Congress appropriated $500,000 earmarked for the City of Joliet under the Consolidated Appropriations Act, 2023 (P.L. 117 – 328) to City of Joliet for Updates to Fairmont Water and Sewer System.
EPA considered two alternatives for the Proposed Project: the Proposed Action and the No Action Alternative, which are analyzed in this EA pursuant to Section 102 of the National Environmental Policy Act (NEPA) of 1969 and EPA’s NEPA procedures under 40 CFR part 6. The EA did not identify significant effects to resources as a result of implementing either the Proposed Action or the No Action Alternative. However, EPA will consider public and agency comments prior to making its decision regarding implementation of the proposed project. After evaluating any comments received, EPA will make a final decision. The preliminary decision and finding will become final after the 30-day comment period expires if no new significant information is provided to alter this finding.

The project is being financed by the Public Water Supply State Revolving Fund (SRF) with 100% principal forgiveness for $3 million of the loan.

The project is being financed by the Public Water Supply State Revolving Funds (SRF) with 100% principal forgiveness for $4 million of the loan.
